Douveri Henao

Founder & CEO

Douveri Henao is one of Papua New Guinea's leading voices on technology and its linkages to nation building and the broader application in regional and international geopolitics. As Founder and CEO of Legacy Group Limited, he frames PNG's critical minerals as the "fuel of the 4th industrial revolution," urging value capture through downstream processing and digital infrastructure. A lawyer by training with directorships and leadership roles in business, finance, government and charitable organisations, Henao drives PNG's emergence as a digitally capable, investment-ready nation.

Karo Henao

Energy Infrastructure & Stakeholder Engagement

Karo has a background in electrical engineering with over 15 years in PNG's energy sector, recognised for her ability to connect projects across industry, development partners, government, and community stakeholders. She holds a Bachelor of Electrical Engineering from the PNG University of Technology and a Master of Science in Environmental Management from Massey University. She is co-founder of Rigo Futures, an advocacy group promoting STEM literacy and pathways for children and youth in the Rigo District.

Debbie Maraki

Programme Lead

Debbie is a development practitioner with over 15 years' experience spanning the full development value chain — from multilateral development norms and institutions, to bilateral aid programmes. Debbie holds a Master of Arts in Development Studies from the University of New South Wales and a Bachelor in Business Studies from Pacific Adventist University. At Legacy Group she leads programme support, client reporting, and operations, and supports the firm's financial oversight and planning.

Augerege Doko

PROJECTS LEAD

Advises on public policy, regulatory engagement and stakeholder strategy across resources, infrastructure and digital sectors.

Ashleigh Pangkatana

BUSINESS ANALYST

Ashleigh is Legacy Group's Business Analyst, where she maps out institutional and related people-culture systems for all technology and strategy assessments. She is a graduate of Politics, International Relations and Psychology at the University of Auckland, and is currently completing her Business Management degree at the University of Papua New Guinea. Her background spans research roles at the Public Policy Institute and KataLite Consultancy, an internship with the NZ–PNG Business Council, and commercial work at Digicel PNG. She is also a freelance rugby journalist for the Post-Courier.

Pidi Manoka

ENGAGEMENT LEAD

Pidi brings grassroots administrative and customary governance experience to the Legacy Group team, and supports the Legacy Foundation's community programmes. He currently serves as a Village Court Clerk with the Central Province Village Courts and Land Mediation Secretariat at Konebada. He studied Business Management at UPNG Open College and holds village court officer certifications from SILAG. He speaks English, Tok Pisin, and Motu.

Imelda Torie

PNG ISRAEL JEWISH COUNCIL LEAD

Imelda Torie brings a rare blend of industry leadership and community development. A chemist by training, she holds a Bachelor of Science in Applied Chemistry from the PNG University of Technology, is a Westpac Women in Business award winner, and has worked in a community-centred water, sanitation and hygiene (WaSH) NGO in rural PNG. At Legacy Group, Imelda leads all engagements of the PNG Israel Jewish Council, where she links Jerusalem, the Diaspora and PNG communities to foster mutual relations in agriculture, high tech and faith-based cultural affairs.
